Causes

  • Open, short to ground, or short to battery on engine-relay control or feedback circuit
  • Faulty engine relay (stuck, intermittent contact)
  • Corroded or loose connector at relay, steering column module, or BCM
  • Damaged wiring harness in or near the steering column (chafe, pinched, broken wires)
  • Faulty steering-column control module or Body Control Module (BCM)
  • Blown fuse or poor power/ground to relay or module

Symptoms

  • Engine may not crank or start intermittently (no-crank/no-start)
  • Clicking noise from relay when attempting to start
  • Intermittent loss of engine power supply or accessories
  • Malfunctions or warning messages related to steering column or starting system
  • DTC present and may return after clearing

What to check

  • Read full freeze-frame and live data with an appropriate scan tool; record when code sets
  • Check related fuses and power supply to relay and steering-column/BCM modules
  • Visually inspect relay, relay socket, and connectors for corrosion, bent pins or overheating
  • Inspect wiring harness along the steering column for chafe or breaks; perform wiggle test while monitoring code
  • Check ground points for BCM and steering-column module for corrosion and tightness
  • Verify CAN/communications status and any related network codes

Signal parameters

  • Control voltage to engine-relay coil (should toggle 0V/approx. battery voltage when commanded)
  • Relay coil resistance (compare to specification in repair manual)
  • Battery voltage at relay power terminal (approx. 12 V with key on)
  • Ground continuity from relay coil ground to chassis
  • Command/status message on CAN from steering-column module/BCM regarding relay request
  • Presence/absence of feedback or confirmation signals if system uses a feedback circuit

Diagnostic algorithm

  1. Connect a diagnostic scanner, retrieve all stored codes and freeze-frame data; note conditions when B1C31 set.
  2. Clear codes and attempt to reproduce the fault while monitoring live data (relay command, supply voltage, CAN messages).
  3. Visually inspect the engine relay, relay socket and associated fuses. Replace the relay with a known-good unit to check for immediate change.
  4. Inspect connectors and wiring at the steering column, relay, and BCM for corrosion, bent pins, or damaged insulation. Repair any damaged wiring using solder and heat-shrink or proper repair terminals.
  5. Perform a wiggle test of the steering column wiring while monitoring for code set or intermittent behavior.
  6. Measure control circuit voltage at the relay coil during command; verify battery supply and ground continuity to specification.
  7. If wiring and relay test good, check communications (CAN) and module power/ground. Re-pin or clean connectors and retest.
  8. If fault persists, follow vehicle-specific flowchart: test/replace steering-column control module or BCM as directed by service manual. Reprogram/reflash modules if software update is recommended.
  9. After repair, clear codes and road-test to confirm the fault does not return. Record results and any replaced parts.

Likely causes

  • Wiring damage where harness flexes in the steering column
  • Corroded connector pins at relay or column module
  • Failed relay coil or internal contacts
  • Poor ground connection for BCM/steering module
  • Software/firmware glitch requiring module reprogramming

Fault status

⚠️ Status
Engine relay control (steering column) — open/short/communication fault detected. Check relay, wiring, connectors, and steering-column/BCM communications.
