Fuel volume regulator control - low circuit

Causes

  • Damaged or corroded wiring/connector to fuel volume regulator (short to ground, open, or high resistance)
  • Failed fuel volume regulator (solenoid/valve)
  • Blown fuse or faulty relay supplying regulator/PCM circuits
  • Poor or missing ground at regulator or PCM
  • Low battery/weak charging system causing low supply voltage
  • PCM internal fault or damaged output driver (less common)

Symptoms

  • Check Engine Light (CEL) illuminated with P0003 stored
  • Hard starting or extended crank time
  • Rough idle, hesitation, or poor drivability
  • Reduced power or limp-home behavior
  • Poor fuel economy or increased emissions
  • Intermittent stalls or no-start in severe cases

What to check

  • Retrieve freeze frame and other stored codes with a scan tool; note engine conditions when code set
  • Perform visual inspection of regulator connector, wiring harness for damage, pin corrosion, chafing, or repairs
  • Verify fuses and relays for fuel system/PCM power circuits
  • Check battery and charging system voltage (stable 12–14.5 V)
  • Backprobe regulator connector and check supply, ground, and control signal with key ON and during cranking/run
  • Inspect grounds at engine block and chassis related to fuel/PCM circuits

Signal parameters

  • Power supply: should be battery voltage (approximately 11–14.5 V) on the regulator power feed with key ON/engine OFF
  • Ground: near 0 V between regulator ground pin and chassis ground
  • Control signal: PCM typically uses a PWM or switched voltage; expected amplitude 0–battery voltage, duty cycle varies with engine conditions (frequency commonly tens to a few hundred Hz)
  • Resistance of regulator coil: manufacturer-specific — typically low ohms (measure against service data); open or very high resistance indicates internal failure

Diagnostic algorithm

  1. Connect a scan tool and record live data, commanded regulator value, fuel rail pressure, and verify P0003 is active
  2. Perform visual inspection of wiring, connector, and harness routing for damage or chafing
  3. Verify battery voltage and main fuses/relays related to fuel/PCM circuits; replace any blown fuses and re-test
  4. Backprobe connector: with key ON (engine OFF) verify power feed to regulator (battery voltage) and good ground (near 0 V)
  5. With engine cranking/running, monitor control pin for expected PWM or switching activity using a lab scope or DVOM (observe duty cycle and voltage swings); compare to known-good reference or service data
  6. Measure coil resistance of regulator (unplug harness) and compare to spec; open or shorted coil indicates regulator replacement
  7. If control pin reads low (stuck near ground), inspect for short to ground in harness using wiring diagram; isolate harness from PCM and repeat test to determine if short is in harness/regulator or PCM output
  8. Wiggle test harness while monitoring signal to reproduce intermittent faults
  9. If wiring and regulator check good but fault persists, perform PCM output driver tests per service manual; consider replacing PCM only after eliminating harness and component faults
  10. After repairs, clear codes and perform a road test to verify code does not return and system operates normally

Likely causes

  • Short to ground or open in regulator control wire
  • Failed/shorted fuel volume regulator solenoid
  • Corroded or loose connector at regulator
  • Blown fuse or failed power/ground circuit feeding regulator
  • PCM driver fault after harness and component checks

Fault status

⚠️ Status
