  3. With ignition ON (engine off), backprobe the actuator connector and verify reference voltage, ground, and signal. Compare to expected values in service information.
  4. Measure resistance of the actuator/solenoid coil. If open or significantly out of range, replace actuator/solenoid.
  5. Use a scan tool to command the actuator or boost control solenoid while observing live boost and signal/duty values. Confirm actuator moves or solenoid responds.
  6. Perform continuity checks from actuator connector to PCM pins; check for shorts to battery and ground.
  7. If actuator is vacuum-operated, check vacuum supply and operation of any control valves; verify the wastegate linkage moves freely and is not seized or obstructed.
  8. Repair any wiring/connectors or replace faulty actuator/solenoid. Clear codes and road-test to confirm proper boost control and no return of the code.
  9. If wiring and actuator test good but code persists, consider PCM diagnostics or replacement only after confirming inputs/outputs at the PCM.
