  7. If actuator is electrical, apply specified bench/powered test (per vehicle manual) to verify mechanical movement. If it moves with direct drive, suspect control wiring/PCM.
  8. If mechanical sticking suspected, remove and inspect/clean EGR valve and passages. Replace valve if stuck or damaged.
  9. Repair/replace failed wiring, connectors, solenoid/actuator or EGR valve as indicated by tests.
  10. Clear codes, perform a road test and verify no reappearance of P045E and that EGR behavior returns to expected values.
