  3. With ignition ON (engine off), measure battery voltage at the relay 12V feed — should be ~12V. Replace fuse if feed missing.
  4. Inspect relay: remove relay and check coil resistance across coil pins. Compare to expected range — replace relay if out of spec.
  5. With relay removed, back-probe the control (PCM) terminal. With A/C command OFF the control should be high/open; command A/C ON via scan tool and observe: control should switch near 0–1 V (pulled to ground) to energize relay. If control is always low, suspect short to ground or PCM driver fault.
  6. If control is low and PCM not commanding, disconnect the control connector and re-measure circuit to see if low clears — if it does, trace wiring for short to ground between relay and PCM.
  7. Check continuity between relay control terminal and PCM control pin; check for unexpected continuity to ground. Repair damaged wiring or connectors.
  8. If wiring checks good and relay correct but control remains low, perform PCM driver output tests per manufacturer procedures; consider PCM replacement only after wiring/relay verified.
