P0646
A/C Clutch Relay Control Circuit Low
Causes
- Short to ground in the relay control wire
- Faulty A/C clutch relay (stuck/shorted)
- Corroded or loose relay/connector/pins
- Open or damaged fuse(s) feeding the relay coil or relay supply
- PCM/ECM driver output stuck or failed
- Incorrect aftermarket A/C or electrical modifications causing wiring damage
Symptoms
- A/C compressor clutch will not engage or cycles incorrectly
- A/C system fails to cool or reduced cooling performance
- Blown fuse(s) related to A/C control circuit
- Possible illumination of MIL / A/C warning indicators
- Intermittent A/C operation
What to check
- Verify customer complaint and any other stored codes
- Inspect fuse(s) for A/C clutch/relay and replace if blown
- Visually inspect A/C clutch relay and relay socket for corrosion, heat damage, or melted plastic
- Inspect wiring harness along route for chafing, pinches, or repair splice points
- Check connector pins for bent/corroded/missing terminals
- Use a scan tool to command A/C on/off and observe relay operation and PCM output status if available
Signal parameters
- Relay coil supply voltage (pin with 12V feed): ~12.0 V with ignition ON
- Control/driver circuit voltage (PCM side) when A/C off: should be ~12 V (open/high) or floating; when commanded ON: pulled toward 0–1.0 V (ground)
- Measured coil resistance (relay coil): typically ~20–120 ohms (depends on relay)
- Short-to-ground indication: control circuit voltage stuck near 0–1.0 V when A/C not commanded
Diagnostic algorithm
- Retrieve freeze frame and all stored DTCs; note operating conditions when code set.
- Visually inspect relay, socket, fuses, and wiring for obvious damage or corrosion. Repair as needed.
- With ignition ON (engine off), measure battery voltage at the relay 12V feed — should be ~12V. Replace fuse if feed missing.
- Inspect relay: remove relay and check coil resistance across coil pins. Compare to expected range — replace relay if out of spec.
- With relay removed, back-probe the control (PCM) terminal. With A/C command OFF the control should be high/open; command A/C ON via scan tool and observe: control should switch near 0–1 V (pulled to ground) to energize relay. If control is always low, suspect short to ground or PCM driver fault.
- If control is low and PCM not commanding, disconnect the control connector and re-measure circuit to see if low clears — if it does, trace wiring for short to ground between relay and PCM.
- Check continuity between relay control terminal and PCM control pin; check for unexpected continuity to ground. Repair damaged wiring or connectors.
- If wiring checks good and relay correct but control remains low, perform PCM driver output tests per manufacturer procedures; consider PCM replacement only after wiring/relay verified.
- Clear codes and road-test; confirm A/C clutch operation and that code does not return.
- Safety note: isolate battery when performing major wiring repairs and avoid shorting circuits.
Likely causes
- Short to ground at relay control circuit (most common)
- Faulty or internally shorted A/C clutch relay
- Poor connector/terminal contact at relay or fuse box
- PCM output driver fault (less common)
