A Rocker Arm Actuator System Performance/Stuck Off Bank 1

Causes

  • Low or contaminated engine oil (low pressure, varnish/sludge)
  • Clogged oil passage or filter restricting oil flow to actuator
  • Failed or sticking rocker arm actuator (hydraulic piston)
  • Faulty oil control valve / actuator solenoid
  • Damaged wiring, connector corrosion, open/short in solenoid circuit
  • Mechanical damage to rocker arm/cam/actuator assembly

Symptoms

  • MIL (check engine light) illuminated
  • Reduced engine power or hesitation
  • Rough idle or misfire on affected bank
  • Tapping/ticking noise from top of engine (valvetrain)
  • Poor fuel economy
  • Oil pressure warning or low oil level noted

What to check

  • Retrieve freeze frame and live data with a scan tool; note engine speed, oil temperature, related cam timing values and any additional codes
  • Check oil level and inspect oil condition (sludge, metal particles)
  • Inspect connectors and wiring at the rocker arm actuator / oil control valve for damage or corrosion
  • Monitor camshaft timing advance/retard and actuator command vs actual feedback (if available)
  • Check engine oil pressure (idle and at higher rpm)
  • Inspect for related DTCs (camshaft timing, oil control valve circuits, oil pressure codes)

Signal parameters

  • Actuator command (ON/OFF or duty cycle) from PCM
  • Actuator/OCV resistance (ohms) and circuit voltage (V) at reference, ground and control lines
  • Camshaft timing angle / camshaft position sensor readings (degrees)
  • Engine oil pressure (psi or kPa) at idle and higher rpm
  • Battery/charging voltage while commanding actuator
  • Duty cycle (%) or pulse width of solenoid command (if applicable)

Diagnostic algorithm

  1. Confirm P2646 and record freeze-frame data and any additional codes.
  2. Verify oil level and condition; if low/dirty, top up and/or perform oil & filter change. Clear the code and retest under the same conditions.
  3. Visually inspect electrical connectors and harness at the rocker arm actuator and oil control valve for corrosion, looseness, or damage; repair as needed.
  4. Using a scan tool, command the actuator (or OCV) and observe cam timing and actuator feedback. Note whether commanded changes produce corresponding cam timing movement.
  5. Measure resistance of the actuator/OCV and compare to manufacturer specification. Check for open/short to ground or battery on control circuit.
  6. Check supply voltage and ground at the actuator connector with key on and engine off; verify PCM is providing control signal when commanded.
  7. If safe and manufacturer-recommended, apply bench or controlled power to actuator to confirm movement. Do not force components—follow service manual procedures.
  8. If actuator does not move but electrical circuit is good, remove valve cover (or access as required) and inspect actuator piston, rocker arm and oil passages for varnish, sludge or mechanical seizure.
  9. If passages are clogged, clean per procedures and replace oil control valve and/or actuator as required. Replace any damaged wiring or connectors.
  10. After repairs, clear codes and perform a road test with live-data monitoring to confirm actuator performance and that code does not return.

Likely causes

  • Low oil level or degraded oil blocking actuator movement
  • Clogged oil control passages or clogged oil control valve
  • Actuator solenoid electrical failure or internal short
  • Rocker arm actuator piston seized due to contamination
  • Wiring/connector fault at the valve cover/actuator harness

Fault status

⚠️ Status
PCM detected rocker arm actuator performance out of expected range (stuck OFF) on Bank 1. MIL illuminated and code stored. Further inspection required to confirm electrical, oil flow, or mechanical faults.
